Biographical Information

Charles E. Perkins is a Nokia Fellow at Nokia Research Center, investigating mobile wireless networking and dynamic configuration protocols. He is the editor for several ACM and IEEE journals for areas related to wireless networking. He is serving as document editor for the mobile-IP working group of the Internet Engineering Task Force (IETF), and is author or co-author of standards-track documents in the mobileip, manet, IPv6, and dhc (Dynamic Host Configuration) working groups. Charles has served on the Internet Architecture Board (IAB) of the IETF and on various committees for the National Research Council. He is also associate editor for Mobile Communications and Computing Review, the official publication of ACM SIGMOBILE, and is on the editorial staff for IEEE Internet Computing magazine. Charles has authored and edited books on Mobile IP and Ad Hoc Networking, and has published a number of papers and award winning articles in the areas of mobile networking, ad-hoc networking, route optimization for mobile networking, resource discovery, and automatic configuration for mobile computers. Candidate Statement

I am a Nokia fellow at Nokia Research Center, investigating mobile wireless networking and dynamic configuration protocols. I would like to get your vote to assume the office of Treasurer for SIGMOBILE. I am already familiar with many aspects of the responsibilities of the office, since I have performed similar duties for other nonprofit organizations in the past. In addition to faithfully discharging the responsibilities of the office, I will use my position on the SIGMOBILE executive board to advance the following causes:

  • maintain some focus on Internet-level issues
  • maintain and extend interrelationships with standards development organizations (SDOs)
  • develop ACM voice and visibility, for instance with articles for CACM
  • Sharpen focus by promulgating a few well-chosen annual events
  • Make SIGMOBILE the place where people look for answers and professional opportunities
  • Continue to improve flagship publication, by whatever means are appropriate
I have been involved with mobile networking technology and research for many years, especially with projects related Mobile IP and ad hoc networking within the IETF. I have numerous publications and professional involvements, which I would use to further the aims and prospects of SIGMOBILE. I am already familiar to many readers of SIGMOBILE's flagship publication "Mobile Communications and Computing Review" (MC2R), because I have for years been contributing a regular column describing the evolution of Mobile IP and related protocols within the IETF. I have served on the Internet Architecture Board (IAB) of the IETF and on various committees for the National Research Council. I have authored and edited books on Mobile IP and Ad Hoc Networking, and published a number of papers and award winning articles in the areas of mobile networking, ad-hoc networking, route optimization for mobile networking, resource discovery, and automatic configuration for mobile computers.
